The government has approved a procedure for state control over the production and circulation of tobacco and nicotine-containing products. It came into effect on March 1.
State control over the production and circulation of tobacco was previously carried out within the framework of other types of control. From March 1, Rosalkogoltabakcontrol will monitor the situation at enterprises. The agency will suppress illegal production and trafficking of products, as well as monitor compliance with licensing and mandatory requirements during production, supply, purchase and transportation.
Employees of Rosalkogoltabakkontrol will have to prevent violations: inform, make preventive visits and take measures to “stimulate conscientiousness.” The list of control activities includes on-site inspection, on-site inspection, test purchase and inspection visit.
In Russia, from March 1, it became mandatory to have a license for the production of tobacco products. Since September 1, 2023, an electronic register of such licenses has been in effect.
