A bill to reduce fines for businesses by half was introduced to the State Duma

A bill was introduced to the State Duma to halve the amount of fines under 17 “entrepreneurial” articles of the Code of Administrative Offenses (CAO). This was announced by the head of the “New People” faction, Alexey Nechaev.
“Our faction introduced a bill proposing to halve fines under the most popular articles of the Code of Administrative Offenses. Let the enterprises invest this money in [свое] development and will increase people’s salaries,” the deputy explained (quote according to TASS).
The authors of the project propose to reduce fines for violation of labor legislation, as well as the procedure for concluding and changing a contract, non-declaration or false declaration of goods, non-compliance with customs procedures, etc.
In addition, some articles of the legislation propose to exclude punishment in the form of suspension of activities: for failure to comply with the legal requirements of a prosecutor, investigator, inquiry officer or official conducting proceedings in an administrative offense case, as well as for illegally recruiting a foreigner or stateless person to work in Russia .
The initiative is introduced into the lower house, despite the lack of government support. In the summer, almost all relevant departments did not agree with the proposal of the “New People”, wrote “Vedomosti”.
According to the Cabinet of Ministers, the lack of justification for reducing the amount of the fine violates the requirements regarding the procedure for making changes to the Code of Administrative Offenses, since such changes must be based on the results of a study of law enforcement practice and this should indicate the redundancy and disproportionateness of the established measures of responsibility.
As Vladislav Davankov, vice-speaker of the State Duma from New People, noted, the party is ready to finalize the bill in form and send it again for government approval, since they are confident that there should be fewer fines for businesses.
