26% of problem bank debts in the Russian Federation have zero chance of collection – Kommersant

At the end of 2023, 26% of the volume of debts of Russians to banks, which were put up for sale to collectors, were recognized as “unpromising for collection.” This is reported by RBC citing data from the National Association of Professional Collection Agencies (NAPCA). Overall, last year banks offered problem loans to collectors worth RUB 258 billion, which is 4% lower year-on-year. The volume of bad debt amounted to 67.1 billion rubles.

According to NAPCA estimates, in 2023, banks entered into assignment transactions (sales of claims on debt) with collection agencies for 239 billion rubles, which is 14% more than a year earlier. Creditors received about 1.42 million problem loans. The average amount of debt per case increased by 12%, to 168 thousand rubles. It is clarified that 65% of the volume of bad debts sold were in cash loans (155 billion rubles), another 27.4% (65.3 billion rubles) were in credit cards.

NAPCA clarified that a debt can be considered uncollectible if the client is in bankruptcy proceedings (extrajudicial or through the court) or has died. The low quality category includes debts for small amounts and without the necessary documents for the debtor, as well as those for which the deadline for filing claims for collection has expired or has been missed.

At the end of 2023, 97% of pre-trial banking cessions (when overdue debt is purchased from the creditor) were purchased on online platforms – this is the maximum figure since the second quarter of 2022. The growth of the indicator is also associated with the restoration of the balance of supply and demand in the market after its slowdown in 2022.
