The official representative of the Ministry of Foreign Affairs of Russia, Maria Zakharova, in her telegram channel quoted former NATO spokesman Jamie Shea as justifying targeted attacks on Yugoslav infrastructure. Thus, she reminded the head of EU diplomacy, Josep Borrell, and NATO Secretary General Jens Stoltenberg, the position that the North Atlantic Alliance adhered to in 1999.

Zakharova cited an excerpt from a briefing by Jamie Shea dated May 25, 1999. In it, a NATO spokesman answered the question of why the Alliance forces are depriving "Yugoslavia of 70% of water and electricity, when, according to the assurances of NATO representatives, strikes are carried out exclusively on military targets."

“Control and command systems depend on electricity. If President Milosevic wants the country's inhabitants to have water and electricity, then he must accept NATO's terms. In this case, we will completely stop our campaign. At the same time, until he accepts the conditions, we will continue to attack the targets that feed and supply the military with electricity, ”Shea quoted Zakharova as saying.

According to him, such actions were taken by NATO representatives because of "1.6 million Kosovars who were previously expelled from their homes and caused significant damage to their lives."
