“Partial mobilization will affect those who have served, with combat experience, who have a demanded military specialty. 300,000 reserve servicemen will be called up. It will not affect 99% of the mobilization resource: those who did not serve, who do not have military experience, who study at universities, etc.,” the message says.
Volodin also drew attention to the fact that deputies do not have a “reservation”, that is, the right not to serve in the army. According to him, deputies Adam Delimkhanov and Akhmed Dagaev are already in the field of hostilities, who participate in them as volunteers, as well as Viktor Vodolatsky and Dmitry Sablin. Volodin emphasized that everyone “who meets the requirements of partial mobilization should help by participating in a special military operation.”
He called the main reason for the decision to carry out a partial mobilization the need to increase the size of the Russian Armed Forces, since at present, according to him, the line of contact now exceeds 1,000 km.
On the morning of September 21, Russian President Vladimir Putin announced a partial mobilization in Russia in order to protect the territorial integrity of Russia and its sovereignty, the corresponding decree has already been published and entered into force. After Putin’s speech, Defense Minister Sergei Shoigu explained that those in the reserve are subject to conscription under partial mobilization, he estimated their number at 300,000 people. At the same time, he stressed that there is no talk of mobilizing students or conscripts.
