This statement was made by State Duma speaker Vyacheslav Volodin at a plenary session of the lower house.

“There are those scoundrels who left, live at the expense of the country, receive deductions, fees. They have real estate here, accounts, business, and at the same time they pour mud on the country, wipe their feet. <...> Therefore, when they say that an excessive measure associated with confiscation, we are talking about villains who violated the law, those who caused harm,” he said.

Volodin added that “other measures of punishment” “do not reach” such citizens. According to him, it is possible for them to consider an approach regarding the confiscation of property. He specified that now this measure of punishment is being studied, work in this direction will soon begin.

The speaker of the State Duma stressed that in the case of citizens who “behave correctly” after leaving Russia, punishment is not needed, this decision will remain “on their conscience.” At the same time, Volodin clarified that the relocation “does not paint a citizen of the Russian Federation.”

January 13 Volodin offered seize property from citizens who have left Russia and speak negatively about the country, its inhabitants and the military. The speaker of the State Duma said that the Criminal Code of the Russian Federation should be supplemented with an article on the confiscation of property for extremism, the rehabilitation of Nazism and the discrediting of the Russian army.

Andrey Klishas, ​​Head of the Federation Council Committee on Constitutional Legislation and State Building considered possible implementation of this initiative. According to him, for this it is necessary to make appropriate amendments to the Criminal Code of the Russian Federation.
