DPR, LPR, Kherson and Zaporozhye regions may enter the Crimean Federal District along with the peninsula itself after referendums on joining Russia, sources said Vedomosti. According to the newspaper, Dmitry Rogozin, former Deputy Prime Minister and ex-head of Roskosmos, could become the new presidential envoy. Presidential spokesman Dmitry Peskov and Dmitry Rogozin himself did not respond to requests for comment.

Vedomosti sources claim that the decision to appoint Mr. Rogozin will be made in the near future and “it will most likely be positive.” One of the interlocutors explained that the creation of a new federal district is connected with a “difficult situation”, and that they should be managed by a “political heavyweight”. A source in Roskosmos told the newspaper that the ex-head of the state corporation “would like this appointment.” According to Vedomosti, there are no intentions yet to give the new plenipotentiary authority at the government level, for example, to combine posts in the Kremlin and the Cabinet. One of the sources recalled that the restoration of the territories is supervised by Deputy Prime Minister Marat Khusnullin.

Dmitry Rogozin, 58, served as Deputy Prime Minister from 2011-2018. He headed Roskosmos until July 15, 2022. Mr. Peskov after the dismissal of Mr. Rogozin pointed outthat he “will have a new job.”

The five-day referenda on joining the Russian Federation in the DPR, LPR and Russian-controlled Kherson and Zaporozhye regions will end today, September 27. All of them have already been recognized as valid.
