The Russian government has developed a draft law on the specifics of pension provision in the DPR, LPR, Zaporozhye and Kherson regions. It is assumed that for those who already receive a pension in Russia, the retirement age will remain. According to Ukrainian legislation, in the Kherson and Zaporozhye regions, the retirement age is 60 years with 30 years of service, 63 years with 20 to 30 years of service, 65 years with 15–20 years of service. In the DPR and LPR, the retirement age is set at 60 for men and 55 for women. In Russia, a pension reform has been underway since 2019, under which by 2028 the retirement age will reach 65 for men and 60 for women.

The draft law was considered on January 26 at a government meeting, on January 27 - at a tripartite commission (includes representatives of the Russian government, employers and trade unions). According to the document, in order to receive a pension, residents of the annexed regions must have Russian citizenship, as well as permanently reside in the DPR, LPR, Zaporozhye and Kherson regions as of September 30, 2022. At the same time, residents of the DPR and LPR could live there from May 11, 2014 to September 29, 2022, and Kherson and Zaporozhye regions - from February 24 to September 29, 2022 and leave from there to Russia, including through the territories of third states.

Residents of the annexed territories can apply for a pension from March 1, 2023 to February 29, 2024. Since March, the size of pensions and monthly pension payments will be recalculated, and during the initial application they will be established in accordance with Russian law. Earnings from 2002 to 2022 can be confirmed by documents issued by the employer or government agencies. To calculate the amount of the pension, they will take the average salary of employees of organizations in the first quarter of 2022 in the Rostov region (for the DPR and LPR) and in the Crimea (for the Zaporozhye and Kherson regions) - it reaches 40,183 and 37,315 rubles. respectively.

The explanatory note states that "the infringement of the pension rights of citizens will not happen." Pensions and monthly payments are planned to be made at the expense of the budgets of the DPR, LPR, Zaporozhye and Kherson regions, as well as interbudgetary transfers from the federal budget. If passed, the law will enter into force on March 1, 2023.

Local election commissions reported that the majority of participants in the plebiscite approved joining the Russian Federation. Vladimir Putin signed corresponding agreement on 30 September. October 3 State Duma accepted laws on the entry of new territories into Russia. in the Liberal Democratic Party complained on the lack of databases on citizens in the authorities of the annexed regions, which makes it difficult, among other things, to receive pensions and social benefits.
