Ulyanovsk Deputy Minister of Health turned out to be a swindler: he pretended to be a scout

Former official given a year of restriction of freedom

The Leninsky District Court of Ulyanovsk sentenced the former Deputy Minister of Health of the Ulyanovsk Region Andrey Dadianov to 1 year of restriction of liberty with deprivation of the right to hold positions in government and local government. The mysterious official turned out to be a common swindler. In order to get a prestigious position in the healthcare system and a salary increase, Dadianov resorted to forgery and lies, calling himself an agent of the GRU special services and the owner of state awards. And he succeeded! For several months, the “health officer” successfully worked in this position until the prosecutor’s office checked the awards and heroic deeds of the official.

Andrey Dadianov has been working in the system of the Ministry of Health since November 2020. He came to the department from the post of manager of Med-Profi LLC. According to the investigation, in March 2021, when applying for the post of deputy minister, Dadianov presented a military ID and a work book to an employee of the regional government, which contained false information about his military service in the Russian Armed Forces. In March 2021, he received the position of Secretary of State – Deputy Minister of Health of the Ulyanovsk Region, and with it the right to a significant monthly salary increase and additional days to annual leave. The presented documents served as the basis for appointing Dadianov an increased monthly allowance to the official salary for length of service in the civil service, and upon dismissal – for the payment of funds for unused vacation days, taking into account the length of civil service for more than 15 years.

In addition, Andrey Dadianov, First Deputy Minister of Health of the Ulyanovsk Region, presented a fake certificate stating that he was awarded the medal of the President of the Russian Federation “For Courage” when applying for a job.

In fact, as it turned out during the prosecutor’s check, Andrey Dadianov did not serve in the Armed Forces of the Russian Federation. As a result, the prosecutor’s office of the region sent the case materials to the investigating authorities of the Ministry of Internal Affairs to resolve the issue of criminal prosecution.

– Dadianov did not work long as a deputy minister, – Vasily Zima, senior assistant to the prosecutor of the Ulyanovsk region, told MK. – Before taking this position, he presented a military ID and work book, which contained false data. He did not study in this military unit and did not do military service. And this person also introduced himself as an employee of the secret service of the GRU, openly told everyone that he participated in various special operations on the territory of other states and was awarded two state awards. The court, fully agreeing with the prosecutor’s office, found Dadianov guilty of fraud and the use of false documents. Most importantly, he was found guilty on all counts, although from the very beginning this man completely denied everything.

As a result, Ulyanovsk “Ostap Bender” was sentenced to one year of restriction of freedom. He will be fitted with a bracelet that restricts movement outside the premises where the convict is located.
