The leadership of a number of regions promised financial support for the children of participants in the special operation of Russian troops in Ukraine. Basically, we are talking about monthly scholarships for freshmen. However, in some subjects, local authorities plan to enroll such children in kindergartens, schools, colleges and summer health camps without waiting in line, and in some cases, pay for their higher education and subsidize the purchase of housing upon reaching 18 years of age.

As Kommersant told in detail, this year new benefits appeared in the higher education system: children of participants in hostilities in the DPR, LPR and Ukraine received preferences for admission. A decree on a special quota to support the families of citizens who took and are taking part in the special operation was signed in May by President Vladimir Putin. Children of not only military personnel, but also employees of state bodies or executive authorities, as well as internal affairs bodies who participated in the SVO, can count on special conditions. Universities had to allocate a special quota for them – 10% of the total number of state-funded places. As previously reported by Kommersant, there are now fewer people who want to use the special quota than there are seats reserved for them (see Kommersant of July 28).

Some regions have decided to go further. On August 11, the governor of the Irkutsk region, Igor Kobzev, signed a decree on a cash payment to the children of the participants in the special operation, who entered universities this year for the first year. The payment will be a one-time payment and will amount to 50 thousand rubles. As the press service of the regional government specified, the procedure and conditions for this support measure are being worked out now and will be fixed by a normative act later. However, it has already been announced that the payment from the regional budget will be provided from October 2022. According to the regional Ministry of Education, so far the number of children enrolled in universities under a special quota is “more than ten people.” It was difficult to give an exact figure there, since the admission campaign has not yet ended at all universities.

The authorities of neighboring Buryatia adopted a law on social support for children whose parents are involved in hostilities. The list of benefits includes payment from the republican budget for the full cost of educating children in Russian state universities. The children of such military personnel can also be enrolled without waiting in line in kindergartens, schools, and summer health camps on the territory of the republic.

The authorities of the Leningrad region also decided that the children of combatants will be enrolled without waiting in line in kindergartens and colleges in the region.

The government of the Nizhny Novgorod region has decided to pay monthly scholarships to the children of military personnel – 10 thousand rubles. The support measure applies to students in grades 10-11, as well as students of colleges and universities. Funds will be allocated from the regional budget. The exact number of recipients of scholarships in the government is still difficult to report, since not all universities have ready orders for enrollment. At the moment, we are talking about more than 80 schoolchildren who will go to grades 10-11 from September 1, and, according to preliminary estimates, more than 70 students. At the same time, students-children of SVO participants will receive a scholarship, regardless of the region in which they receive higher education.

Monthly stipends for the children of servicemen and employees who died or were wounded during the SVO were established by decree of the head of Dagestan, Sergei Melikov, on June 9. From September 1, students of secondary specialized educational institutions will be paid 2.5 thousand rubles, students in universities – 5 thousand rubles. Let us add that at the end of June, the council under the head of Dagestan for the development of civil society and human rights recommended that the government of the republic develop regulations establishing the right of extraordinary admission of children of SVO participants to kindergartens of their parents’ choice, as well as providing benefits for their admission to study at secondary schools. special education institutions and colleges.

Children of SVO participants living in the Ivanovo Region will receive a lump sum payment of 30,000 rubles. upon admission to a university, the regional government said.

In the Kirov region, they plan to fully compensate for the cost of education in regional universities for children if they are not accepted within the framework of a special quota. Also, the children of the first group of participants in the special operation who died or became disabled will receive monthly payments in the amount of 5,000 rubles. upon reaching the age of 18 and subject to residence in the region. Children of disabled people of the second group will receive 3.5 thousand rubles. The right to such a payment will extend to full-time students until they reach the age of 23 years.

The press service of the government of Primorsky Krai reports: every child of a soldier or volunteer is entitled to a social payment for the purchase or construction of housing if the father died or became a disabled person of the first group during the SVO. The payment will be provided to children upon reaching the age of 18 according to the standards for providing housing for orphans. Also, the payment will be received by children studying at universities who, at the time of the death or disability of the parent, were under 23 years old.

In schools and colleges, children of military personnel who died in the line of duty or received a disability will be provided with free two meals a day. In addition, an additional payment of 15 thousand rubles has been established. for school fees and 5 thousand rubles each. monthly for children from families of a parent who died or became disabled in the first group. Children of servicemen of the second group of disability are also provided with free two meals a day and an additional payment for school fees – 8 thousand rubles. and 3.5 thousand rubles. monthly for each child.

In the Saratov region, the children of military personnel participating in a special operation on the territory of Ukraine are promised by local authorities a free ticket to a sanatorium and health resort in the Saratov region (in the sanatorium “Drummer”, “Volzhskiye Zori”, “Monk’s Cave” and “Pugachevsky”), and also outside the region. For the period of the father’s service, children will be able to attend kindergartens free of charge.

The governor of Sevastopol, Mikhail Razvozhaev, told Kommersant in the city government, allocated additional funds for recreation in children’s camps for children of SVO participants. At the expense of the budget of Sevastopol, 155 such children have already rested. According to officials, about 3.5 million rubles have been allocated for these purposes.

In Crimea, Tatarstan, the Rostov Region, the Krasnodar Territory and Chuvashia, no payments are provided for the children of the participants in the special operation. However, in a conversation with Kommersant, officials of the Chuvash ministries and departments unofficially expressed hope for a possible federal decision on payments to the children of participants in the special operation from the federal budget. The possibilities of the republican budget to plan and make such payments do not yet allow.
