President Vladimir Putin signed a decree that allows students to receive a deferment from the mobilization of full-time and part-time students in higher and secondary vocational education programs. We got into the details.

Here is how the situation is explained on the official hotline, where relatives of young people studying at universities can call.

“In case of partial mobilization, full-time students of universities with state accreditation, who are not in the reserve, are not subject to conscription. Students who enroll in a graduate or graduate program immediately after completing their bachelor's degree are also granted a deferment.

If a student is a full-time student of a state university and did not serve, which means that he is not in the reserve, but nevertheless received a summons, can he turn to his alma mater for help? To this question, most universities recommend a closer study of the "materiel" - the presidential decree or send it to the hotline, from which we started. And only at RUDN University they answered anonymously that they had created a hotline to help students in this situation.

- We have everything under strict control, we will give only those who are subject to conscription.

Also, on condition of anonymity, we are reassured in one of the military registration and enlistment offices of the Eastern District of the capital:

- Agenda is not yet a call. The point is that this citizen must appear to clarify personal information. If it is such that he is not subject to partial mobilization, then he will go home to his mother and study, do not worry.

By the way, it was after receiving such an answer that we had the chance to personally follow the fate of the young man who received the summons. Aleksey is a 1st-year master's student at the Russian State Humanitarian University, by all indications, he should go from the military registration and enlistment office not to the front, but "to his mother." In the morning, Alexei stood in line at the military registration and enlistment office with a certificate from his native university. And around 14.00 he sent a message: “I came up, they let me go, the summons was taken away.”

What exactly does your certificate say?

- The usual certificate from the rector's office that I am a student of this university. Seal, signature, and all.

Information on the intricacies of the mobilization process in universities and research institutes specifically for "MK" agreed to give the scientific director of the expert-analytical center "Scientific and educational policy" Evgeny Szhonov:

- Currently, the decree does not apply to students of correspondence courses, as well as students in non-state universities. In the same way, residents, assistant trainees, graduate students, persons with an academic degree are not subject to deferment.

According to my information, the Ministry of Education and Science, Rosmolodezh and State Duma deputies are working on expanding the list of groups subject to deferment. There is no official decision yet, but work is underway.

In the Ministry of Education and Science, this work is supervised by the Department of State Youth Policy. I assume that in the near future the list of those who fall under the deferral may be replenished with students from private universities.
