The total amount of administrative fines in the sphere of the economy in 2022 in Russia amounted to 53.97 billion rubles, which is 1.8 times more than in 2021, follows from the report “Administrative Pressure Index”, which was presented by the Commissioner for the Protection of the Rights of Entrepreneurs Boris Titov, transmits RBC.

The report presented during the All-Russian Conference of Commissioners states that the increase in the volume of administrative fines in the economy is caused by a sharp increase in fines under three articles of the Code of Administrative Offenses of the Russian Federation – Art. 14.31 (abuse of a dominant position in the commodity market), Art. 16.1 (illegal movement across the customs border) and art. 14.32 (conclusion of an agreement restricting competition). The volume of fines under these articles for the last year increased from 1.8 billion rubles. to 37.8 billion rubles, said Mr. Titov.

The Ombudsman noted that fines under other economic articles of the Code of Administrative Offenses decreased in 2022 by 12 billion rubles. According to Mr. Titov, the overall level of administrative pressure has decreased. The investigated control and supervisory authorities of the Russian Federation in the past year began to use warnings more often, he added. Among them are Rospotrebnadzor, Rostechnadzor, Rosselkhoznadzor, Rosprirodnadzor, Rostrud, Ministry of Emergency Situations, Roszdravnadzor, Rostransnadzor, as well as the Federal Tax Service of Russia.

Boris Titov said that in 2022 the number of inspections carried out by supervisory authorities decreased by 70%, to 292 thousand (976 thousand in the previous year). The total number of control and supervision measures last year amounted to 325,000, the Ombudsman said.

Yesterday, May 29, Russian Prime Minister Mikhail Mishustin declaredthat the number of business inspections in Russia in 2022 has dropped to a historic low. According to him, last year they were held 340 thousand times. In the meantime, regulatory authorities are actively developing indicators of the risk of violations that will allow them to conduct inspections of companies even in the moratorium on them until 2030.
