The draft three-year budget is carefully balanced and verified, said presidential press secretary Dmitry Peskov. Yesterday, October 30, the draft Russian budget for 2025–2027 was submitted to the State Duma.

“This is a carefully balanced, verified budget; the state retains the entire volume of social obligations. The budget is aimed at maintaining an atmosphere in which the pace of economic development for our country will be maintained at a fairly high rate,” said a Kremlin representative during a press call.

He responded negatively to the question of whether built-in defense spending could negatively impact the economy. Mr. Peskov clarified that assessing the budget before the start of its discussion is rather the prerogative of the government.

The budget for 2025 assumes that with income growth by 12% by this year, expenses will increase by only 5%, and relative to the size of GDP they will be reduced altogether. The Ministry of Finance noted that the budget for the next three years is being formed in difficult external conditions and while sanctions remain in place, so the main thing to ensure its sustainability is a sufficient amount of liquid reserves and adherence to long-term “budget rules.”
