Submitted to the State Duma billsuggesting a ban on filmmakers to use in film projects with state funding artists who were held accountable under new articles on “discrediting the Armed Forces of the Russian Federation.”

As follows from the explanatory note, the bill is justified by the need to excommunicate “film patriots abroad” from state funding. The deputies explain the need to introduce the law by saying that Russia should “become a normal country where a producer cannot receive state money if, for example, he supports a hostile state.”

The authors of the bill also write that “some persons holding public office become, so to speak, accomplices” and encourage “the creative elite with an anti-state position.” Legislators see the reasons for this in Western influence on the internal situation in Russia in the field of culture.

Earlier on Tuesday, the State Duma immediately adopted in the second and third readings an unannounced bill on amendments to the Criminal Code of the Russian Federation, introducing the concepts of “mobilization” and “wartime”. At the same time, through amendments to the law “On Fire Safety”, the opportunities for for foreigners conclude contracts with the RF Armed Forces.
