The State Duma in the second reading adopted a bill on the social adaptation of convicts


The bill "On Probation in the Russian Federation", which provides for the creation in Russia of an institution for the social adaptation of convicted citizens, was adopted by the State Duma in the second reading, follows from the information on website lower chamber.

The document proposes to introduce the rehabilitation and social adaptation of former prisoners, as well as persons sentenced to forced labor. It is about words head of the State Duma Committee on Security Vasily Piskarev, about assistance in finding employment, medical care, education, searching for relatives, as well as psychological assistance.

The bill, among other things, also proposes the creation of probation centers, which, if necessary, will provide convicts released from prison with a temporary place of residence. Such centers will be able, in particular, to create non-profit organizations, and the Ministry of Justice will have to establish the rules for organizing the activities of the centers. In addition, the project proposes to create a unified register of persons subject to probation. The registry operator, according to the document, will be the Federal Penitentiary Service.

The bill was adopted by the State Duma in the first reading on December 6, 2022. If the law is adopted at all stages, its main provisions will come into force on January 1, 2024, and a number of measures will come into effect from January 1, 2025.
