The State Duma Committee on State Construction and Legislation at a meeting recommended the adoption in the second reading of a bill that provides for criminal penalties of up to ten years in prison for violence and threats from collectors against debtors. The bill assumes that the use of violence, threats, destruction or damage to property, dissemination of deliberately false information that discredits the honor of the debtor is punishable by a fine of 300-500 thousand rubles. or in the amount of income for a period of up to three years. It is also possible to assign forced labor or imprisonment for up to five years. Ten years are supposed to be appointed if the crime is committed as part of an organized group.

A group of deputies introduced the bill in June 2022. The initiative is associated with an increase in the number of citizens' complaints against creditors. In December, the State Duma accepted in the first reading, the collections reform bill, which is also explained by the large number of complaints due to life threats against debtors. A group of deputies and senators from the LDPR in February contributed bill to ban the activities of collectors in Russia.
