The State Duma approved in the first reading a bill on the transfer of confiscated goods to the Ministry of Defense and the Ministry of Emergency Situations

The State Duma during the plenary session approved in the first reading bill, allowing the transfer of confiscated light industry goods to the Ministry of Defense and the Ministry of Emergency Situations. Now such goods are transferred to the Federal Property Management Agency and destroyed.

The bill was submitted to the State Duma by the Russian government. It involves the transfer for humanitarian and defense needs only of goods confiscated in the framework of administrative cases. To do this, it is proposed to amend Article 32.4 of the Code of Administrative Offenses (CAO).

Legislative initiatives earlier supported in the Ministry of Defense, the Ministry of Emergency Situations, the Ministry of Industry and Trade, the Federal Customs Service, the Federal Security Service and the Federal Property Management Agency. The Ministry of Internal Affairs coordinated it with the comments, in particular, it proposed to introduce a mechanism for checking the safety of confiscated goods. The document also received a positive opinion from the Ministry of Justice.

At present, the goods confiscated as part of administrative cases are being transferred to the disposal of the Federal Property Management Agency, and subsequently can be destroyed. In 2022, a clause appeared in the law, according to which the confiscation can be transferred to social needs (in particular, medical, educational and public organizations), but not to government agencies.
