The State Duma adopted laws on the entry of new territories into Russia

State Duma accepted laws on the entry into Russia of the Donetsk and Lugansk People’s Republics (DPR and LPR), as well as the Zaporozhye and Kherson regions. The meeting was attended by 411 deputies out of 450. The decision was taken unanimously. Prior to this, the treaties on the entry of new subjects into Russia were also unanimously ratified.
Until January 1, 2026, a transitional period will apply for these territories.
According to the laws, residents of the new constituent entities of Russia become citizens of the Russian Federation upon filing an application and taking the oath of a citizen of the Russian Federation.
According to the laws, for persons residing in the territories of the DPR, LPR, Zaporozhye and Kherson regions, the following will be recognized:
- education documents;
- work experience;
- the right to receive pensions, social and medical assistance.
It also provides for guarantees in the field of property relations. Peculiarities are established in the field of regulation of real estate turnover, land relations, relations in the field of cadastral activities and land management. It is noted that state registration of rights to real estate will be possible according to documents issued in the republics and Ukraine until January 1, 2028.
In the new territories of the Russian Federation, until December 31, 2022, it is allowed to use the Ukrainian hryvnia. The official currency is the ruble.
The Armed Forces of the new subjects of Russia were proposed to be included in the Armed Forces of the Russian Federation. To ensure the safe use of the atom in relation to the Zaporozhye region, the relevant provisions were included in the document.
Today, the State Duma ratified the treaties on the inclusion of the DPR, LPR, Kherson and Zaporozhye regions into Russia. Earlier, President Vladimir Putin signed a corresponding agreement. The Kremlin said that the DPR and LPR will be included in Russia within the borders of 2014, along the borders of the Zaporozhye and Kherson regions, “they will continue to consult with the population of these regions.”
