The State Duma adopted amendments to abolish the decriminalization of the import of WHO-approved drugs

The State Duma in the first reading adopted amendments that remove from the law the wording that the import into Russia of unregistered drugs approved by WHO will not be considered a criminal or administrative offense.

The bills amend the note to articles 6.33 of the Code of Administrative Offenses and 238.1 of the Criminal Code of the Russian Federation. Now the note states that these articles do not apply to cases of importation into Russia of unregistered medicines recommended by WHO.

As the authors of the bill point out, WHO has only an approximate list of essential medicines – it contains international non-proprietary names without reference to the manufacturer. Therefore, the reference to WHO will be removed from the footnote to the articles.

As stated in a conversation with “RIA News” Alexei Kuznetsov, Assistant Minister of Health of Russia, the bills will limit gray import attempts, while citizens will be able to continue importing drugs for personal use if indicated.
