The State Duma adopted a law according to which the Ministry of Internal Affairs will accept and store weapons confiscated from the population, and the Russian Guard will destroy them. The bill was introduced by the government in the summer of 2022.

Since 2018, the Russian Guard has been carrying out the function of receiving seized weapons and ammunition from the Ministry of Internal Affairs and destroying them, but it does not have the infrastructure for this, explains "Parliamentary newspaper".

“Possession of unregistered weapons is against the law. In turn, the voluntary surrender of weapons frees the citizen from criminal liability, ”Vladimir Gruzdev, Chairman of the Board of the Association of Lawyers of Russia, commented at one time on the bill (quote from "Rossiyskaya Gazeta").

The law gives the territorial bodies of the Ministry of Internal Affairs of Russia the authority to accept and temporarily store seized and voluntarily surrendered weapons and cartridges for them. The Ministry of Internal Affairs will store seized or voluntarily surrendered weapons for no more than four months. Then the weapons will be handed over to the National Guard.
