State Department spokesman Ned Price, speaking to reporters, said that Congress could block the sale of F-16 fighter jets to Turkey until Ankara approves Sweden’s and Finland’s NATO membership bids.

“Such decisions are made not only by the executive branch … Our colleagues from Congress also have the right to vote,” he said.

At the same time, Price stressed that the White House had made Congress “clear” about its support for sales of the F-16.
