The Russian government canceled scheduled inspections in 2023 for most of the business

Scheduled inspections of organizations whose facilities are classified as moderate, medium and significant risk will not be carried out in 2023. The corresponding decree was signed by Russian Prime Minister Mikhail Mishustin.

On the government website celebratedthat next year, supervisory activities will be carried out in relation to those organizations whose activities are classified as extremely high and high risk. The frequency of inspections depends on the risk category of the control object.

The resolution allows business representatives awaiting verification to apply to the control body for a preventive visit. Based on the results of such a visit, fines and punishments are not provided, in contrast to scheduled inspections. As specified in the Cabinet, since the beginning of 2022, the share of preventive visits has increased from 5% to 80% under the conditions of a moratorium on scheduled and unscheduled inspections, which is valid until the end of this year.

According to Deputy Prime Minister Dmitry Grigorenko, the reform of control and supervision activities is being carried out to reduce the administrative burden on Russian business. “The main direction of the reform is the improvement of the risk-based approach, which will continue over the next year,” Mr. Grigorenko noted.

In early September, Russian Prosecutor General Igor Krasnov declared about the intention of the Prosecutor General’s Office and the Ministry of Economy to cancel most of the inspections for businesses. Earlier, representatives of retailers appealed to the Ministry of Industry and Trade with a request to lift the moratorium on scheduled inspections. According to business, counterfeit sellers use the ban on checks.

During the St. Petersburg Economic Forum, Russian President Vladimir Putin also proposed canceling inspections for businesses whose work is not associated with the risk of harm.
