On the evening of September 25, a source at Okhotny Ryad told Vedomosti that the apparatus of the lower house of parliament had notified State Duma deputies of the need to prepare for an event that could take place in the Kremlin in the near future. A similar warning was received by the upper house of parliament, says a Vedomosti source in the Federation Council.
The fact that Russian President Vladimir Putin is preparing to address the Federal Assembly on September 30 after summing up the results of referendums in the DPR, LPR, Kherson and Zaporozhye regions of Ukraine was reported by Vedomosti on September 24 (see vedomosti.ru). One of the Duma sources said that during the appeal there would be talk of accepting “new territories” into Russia. Moreover, the president’s appeal may be made after the entry of the DPR, LPR (the republic is completely controlled by the Russian Federation), Kherson and Zaporozhye regions into Russia is legally ensured.
Referendums in these territories began on September 23 and will continue until September 27. A Vedomosti source close to the presidential administration (AP) says that the results of the plebiscite are planned to be summed up on September 28-29. The head of the pro-Russian military-civilian administration of the region Evgeny Balitsky spoke about the fact that in the Zaporozhye region the results are planned to be announced on September 28. The Central Election Commission of the LPR is also guided by this date.
