The period of return of Russian scientists from abroad has begun – Kommersant


Now is the time when Russian scientists who have worked abroad for 10-15 years are returning, says Veronika Skvortsova, head of the Federal Medical and Biological Agency (FMBA). According to her, Russian specialists cannot withstand the pressure and "imposition of new formats" by Western countries. They also allegedly "fear for their children" and want them to receive an education in Russia.

"Now is the time when our scientists who worked for 10-15 years in the United States of America, in Australia, in some Western countries are returning, there are many of them in our agency. They were very successful there, but they are returning for several reasons... But, in addition, for science, because they have a guarantee that the results of their research will not be distorted and will not be used for evil," the head of the FMBA said on the sidelines of the Eurasian Women's Forum (quoted by RIA Novosti).

Due to the military operation in Ukraine, Russian organizations were deprived of access to the leading scientometric databases Web of Science Core Collection and Scopus. In response, the government introduced a moratorium on the need to take into account scientists' publications in publications from these databases (valid until the end of 2024). In August, the Ministry of Education and Science prepared a draft resolution determining in which cases, for assessing and monitoring the publication activity of Russian scientists, they will use not the two "discredited" international databases, but the Russian "White List" of scientific journals.
