“Most of the additional payments to the budget are now being made not as a result of tax audits, but as a result of incentive procedures. As far as I know, in 2021, 52% of the additional taxes paid were paid voluntarily… On-site inspections are becoming a very rare beast,” Mr. Kaminsky said.

The Retail Association earlier in September asked for a moratorium on routine inspections to be lifted in areas where product labeling works. According to the organization, the ban, which should be valid until the end of the year, is beneficial to counterfeit sellers. The moratorium came into force this spring, it covers fire safety, sanitary control and a number of other checks. Tax inspections did not stop when violations were detected.
