The Ministry of Labor and Social Protection of the Russian Federation has taken the initiative to provide maternity capital to children from new constituent entities of the Russian Federation who lost their parents before the reunification of the regions with Russia.

As the department’s press service reported on Thursday, April 4, a corresponding draft federal law has already been developed. It provides for the extension of the right to receive a maternity capital certificate to children living in the DPR, LPR, Zaporozhye and Kherson regions if they lost their parents before September 30, 2022.

On February 29, Russian President Vladimir Putin, during his address to the Federal Assembly, announced the launch of a new national project “Family” and listed a number of new measures to support motherhood and childhood. After this, amendments to the legislation were submitted to the State Duma for consideration, which make the maternity capital program unlimited.

To improve the demographic situation, punitive measures are also proposed. For example, Dmitry Deulin, Dean of the Faculty of Extreme Psychology at Moscow State University of Psychology and Education, suggested introduce a tax on childlessness on the model of the USSR. So the expert proposed to fight against childfree people, who not only refuse to bear children, but also often promote hatred of children.
