Food products are not planned to be included in the list of goods for parallel imports. This was stated by the head of the Ministry of Industry and Trade of Russia Denis Manturov on the sidelines of the international forum Innofood. According to him, the decision on the parallel import of alcoholic products will be made before the end of September.

“In terms of food, we definitely do not have a shortage. And even more so with such innovative solutions that are presented here,” said Mr. Manturov.

According to the Deputy Prime Minister, due to the need to replenish the range of trading platforms, the decision to include alcoholic beverages in the list of goods for parallel imports must be made before the end of September. “If it will be by the New Year, then this is already a useless inclusion. Because they won’t even have time to stock up, so I think that before the end of the month you need to make a balanced decision: yes, no, or some positions, ”said Denis Manturov.

However, Mr. Manturov noted that the federal executive authorities have different positions on this issue. “We put it up for discussion, everyone should come to a common denominator, then a decision will be made. Therefore, in this case, we take a neutral position: we first wanted to collect all the opinions of our colleagues in the government and in the consumer sector, and then make some informed decisions,” he added.

September 16 Ministry of Industry and Trade of Russia proposed to add some alcoholic products to the list of goods for parallel imports. According to the draft order, the updated list may include Moet champagne, Absolut vodka, Hennessy cognac and other alcoholic beverages.

In March this year, the Russian government allowed parallel import of goods into the country for certain types of products. Importation of such products can be carried out without obtaining permission from the copyright holder, manufacturer or dealer. The Ministry of Industry and Trade has compiled a list of products, but alcohol is not included in it. Later, the Association of Retail Companies asked to expand the list of goods and allow parallel imports of a number of alcohol brands, but the RF Ministry of Finance rejected the proposal. The department noted that expanding the list will increase the risks of importing counterfeit goods.
