Deputy Foreign Minister of Russia Yevgeny Ivanov said that the study of foreign languages, including Ukrainian, would not be prohibited in the Donetsk and Lugansk People’s Republics, Zaporozhye and Kherson regions. On September 30, Vladimir Putin signed an agreement to include these four regions in Russia.
