The Ministry of Finance of Russia did not include in the draft budget for 2023-2025, previously submitted by the government to the State Duma, annual expenses for tourist cashback in the amount of 5 billion rubles. The Federal Tourism Agency announced that the authorities will return to the issue of financing tourist cashback during the implementation of the federal budget in 2023.

In the explanatory note to the law on the federal budget for 2022 notedthat in order to stimulate domestic travel through the reimbursement of part of the cost of the paid tourist service in 2022-2023, state support is provided for the National Payment Card System JSC in the amount of 5,000 million rubles. annually. However, these expenses are not provided for in the draft federal budget for 2023-2025.

“The tourist cashback program is not closed, we will definitely return to the issue of its financing during the execution of the federal budget in 2023,” the press service of Rostourism told TASS.

The ministry clarified that in 2022 the tourist cashback program was completed as planned. At the moment, according to the press service, the Ministry of Finance is redistributing expenses, taking into account current tasks within the budget cycle for 2023 and the planning period of 2024-2025.

Today, September 28, the Russian government sent to the State Duma the draft federal budget for 2023–2025, according to which the country's budget will be in deficit for the next three years. Russian Prime Minister Mikhail Mishustin said earlier that the federal budget for 2023 was drawn up with a deficit of 2.9 trillion rubles, or 2% of GDP.
