Diabetes mellitus and cardiovascular diseases are not planned to be recognized as grounds for the release of citizens called up as part of partial mobilization. This was announced by the deputy head of the main military medical department of the RF Ministry of Defense Alexander Sergoventsev at a meeting of the coordinating council of commissioners for human rights.

Mr. Sergoventsev said that in general there are no plans to expand the list of diseases that are the basis for exemption from military service as part of partial mobilization. “If we introduce diabetes into it, we will have to introduce hypertension into it. We will introduce hypertension, we will introduce coronary disease. So we will reach the point where we will not have a single soldier left, because everyone has chronic diseases. There is a government decree, let's implement it together,” he said (quoted from "Interfax").

Alexander Sergoventsev believes that the presidential decree clearly spells out the criteria for those who are not subject to military conscription - this is criminal prosecution, the age limit (65 years) and falling into category "D" (unfit for service). The Ministry of Defense sent to all regions the methodology for medical examination and, if necessary, medical examination of citizens upon conscription. It is alleged that thanks to these documents, about 40 thousand people from the recruiting centers were sent for military medical examination.

6 thousand people were classified as "D" and "were not immediately mobilized." Another 7 thousand people were granted a deferment. Mr. Sergoventsev noted that later the department got the opportunity to dismiss military personnel called up for partial mobilization with category “B” if they have “socially significant diseases”.

Partial mobilization was carried out in the Russian Federation from September 21 to October 28. In early November, Russian President Vladimir Putin reported that 318,000 people were called up within its framework.
