The Ministry of Defense clarified to Volodin the rule for the departure of conscripts abroad

State Duma Speaker Vyacheslav Volodin said that the Ministry of Defense explained to him the procedure for citizens registered with the military to go abroad. Since the mobilization is partial, the norm of Article 21 of Law 31-FZ does not apply. Therefore, the movement of citizens registered with the military does not require permission from the military registration and enlistment offices.

In his previous post Mr. Volodin wrote that exit was limited to just this norm. According to paragraph 2 of Art. 21 of this law, “citizens registered with the military, from the moment the mobilization is announced, are prohibited from leaving their place of residence without the permission of the military commissariats.”

“In this connection, the movement of citizens who are registered with the military does not require the permission of the military commissariats,” Mr. Volodin said in a statement. Telegram.

Earlier today, September 29, the speaker of the lower house of parliament, referring to the law on mobilization, declaredthat citizens registered with the military are prohibited from leaving their place of residence. He called on all those liable for military service to be guided by this norm, despite the fact that due to the declared partial nature of mobilization measures in Russia, most of the provisions of the law “On mobilization training and mobilization in the Russian Federation” are not applied.
