The head of the Human Rights Council called on the Ministry of Defense to resolve the problems of mobilization

Chairman of the Presidential Council for Human Rights (HRC) Valery Fadeev sent an appeal to the Russian Ministry of Defense with a request to resolve the problems as soon as possible, which became known in the early days of the partial mobilization announced by the president. Fadeev’s statement published in the HRC Telegram channel.

According to the head of the Human Rights Council, the vast majority of Russians, “against the background of individual hysterical reactions that are emerging,” treat the decision to mobilize with understanding and are “ready to do their duty.”

“Nevertheless, a number of problems have emerged that need to be urgently resolved in order to remove the concerns of citizens and not give the enemy a reason to produce fakes,” writes Fadeev.

He pointed to the “cane system”, which, as the first days of mobilization showed, the military registration and enlistment offices resorted to: people are being called up without a military specialty and combat experience and not suitable for age, while some volunteers are refused because of the “plan implementation”.

Fadeev urged to prevent a repetition of the case in Buryatia, where 70 fathers with many children were called to the military registration and enlistment offices. The men were then returned home from the military unit. In this regard, the head of the HRC considers it necessary to once again clarify the rules of conscription and distribute instructions for conscripts on what to take with them. Fadeev is also worried about “the style of work – some hand over the summons at 2 o’clock in the morning as if they think that we are all deviators.”

Separately, the chairman of the HRC spoke about the “armor” – it should apply only to those IT specialists who “work with military and dual-use technologies, ensure the operation of critical information infrastructure and backbone companies, including in the industrial sector.”

Fadeev said he sent a letter to Defense Minister Sergei Shoigu, in which the HRC points out the problems and asks them to be urgently resolved.

On September 21, Russian President Vladimir Putin announced a partial mobilization in the country. He noted that the draft will affect citizens who are in the reserve, as well as those who served in the Armed Forces and have certain military specialties and relevant experience. In total, it is planned to mobilize 300,000 people.

Earlier, specialists who are not subject to mobilization became known. Thus, the call will not affect employees of the IT sector, telecom operators, the media and banks. In addition, employees of defense enterprises, citizens who are unfit for health reasons, breadwinners of large families, etc. will be able to receive a deferment from military service.
