The head of the Human Rights Council called on Shoigu to eradicate the “stick approach” in mobilization

Chairman of the Presidential Council for Human Rights (HRC) Valery Fadeev called on Defense Minister Sergei Shoigu to urgently resolve the problems that arose in the process of partial mobilization. Mr. Fadeev criticized the formal approach of the military commissariats, and also proposed to give a deferment from the mobilization of workers who cannot be quickly replaced. This is stated in the letter of the head of the HRC, reported on the council website.

Valery Fadeev expressed confidence that the vast majority of Russian citizens treat partial mobilization with understanding and are ready to do their duty. Nevertheless, a number of problems have emerged that need to be urgently resolved in order to relieve the concerns of citizens and not give the enemy a reason to produce fakes, Mr. Fadeev noted.

“The first days of partial mobilization showed that military commissariats often proceed from the logic of the “stick system”, formally referring to the formation of a mobilization contingent,” writes the head of the HRC.

Valery Fadeev listed already known violations. He cited the situation in Buryatia as an example, when fathers with many children were taken to military service, and the situation was resolved after the intervention of the head of the republic. Also, Mr. Fadeev mentioned an attempt to recruit nurses and midwives in the Sverdlovsk region, who do not have experience in emergency situations. According to the head of the HRC, they were threatened with criminal prosecution.

Valery Fadeev mentioned the mobilization of a 58-year-old school principal in the Volgograd region and a 57-year-old retired agronomist in the Smolensk region who had a disabled daughter as a dependent.

At the same time, cases of refusal to accept volunteers are known due to the fact that the military registration and enlistment office “has already fulfilled the plan,” the head of the HRC noted and stressed that the cane approach is unacceptable.

Valery Fadeev also expressed bewilderment, “why they immediately shielded all IT people.” “Why are they more needed in the rear than turners?” asked Mr. Fadeev. In his opinion, the reservation should apply to those IT specialists who, for example, work with military and dual-use technologies.

The head of the HRC also drew attention to citizens who are close to the categories that have a deferment from mobilization, but are not included in them and find themselves in the “gray zone” of the legislation. For example, parents and guardians of children with disabilities under and over 16 years of age who need constant outside care, including in the presence of other persons who are obliged to support them by law.

“The Council also believes that a deferment from mobilization should be granted to categories of workers who cannot be quickly replaced at their workplace,” says Valery Fadeev. Among other things, he cited teachers from schools in rural or hard-to-reach areas as an example.
