The first days of partial mobilization were accompanied by reports of the conscription of citizens who should not have been subject to it based on the criteria outlined by the head of state and the military department. After public assessments made by the heads of the chambers of the Federal Assembly, the governors report on the measures they have taken to return home those who would have been called up incorrectly, and announce the strengthening of interaction between civil authorities and the military registration and enlistment offices in order to control the work of the latter. The All-Russian People’s Front announced the creation in the regions of centers to assist citizens whose rights were violated during partial mobilization.
Governor of the Belgorod Region Vyacheslav Gladkov informedthat he was able to help 75 residents of the region, who were erroneously called up as part of partial mobilization, “with the full understanding and assistance of the military registration and enlistment office.” According to Mr. Gladkov, lately he received more than 600 appeals related to partial mobilization, and he is aware of a number of violations in the preparation of documents. “We are sorting out with the military commissariat of the Belgorod region why this happened. We will correct the situation as soon as possible. The staff of the military registration and enlistment office has already left for the place. But, of course, this should not be! – he said.
Civil officials began to work in the draft commissions of the Tyumen region for a more thorough check of the documents of recruits.
According to Governor Alexander Moor, this is due to cases when summons were sent to those who were not subject to mobilization. “We are checking documents for people to whom summonses will be sent a little later. We carefully check the summons for those who have already received the summons and come to the recruiting offices. People who do not meet the recruitment criteria are already being sent home,” he said. Mr. Moore noted that “for obvious reasons” he does not disclose the exact number of Tyumen residents to be mobilized, but this is “a small figure relative to the total number of people in the reserve.”
In Nizhny Novgorod, they announced the elimination of an “excess” of a different kind: earlier, the regional military registration and enlistment office forbade citizens who could be mobilized due to their age, but did not receive a mobilization order or summons from the military registration and enlistment office, to leave their city or district. On Sunday, they clarified that there are no restrictions for this category of citizens.
In Buryatia, after the intervention of the head of the republic, Alexei Tsydenov, a number of citizens who were mobilized in violation of the criteria announced by the Ministry of Defense are reported to have returned home.
In the Crimean Council of Ministers, Kommersant was told that 200 residents of the peninsula received incorrect summons from the military registration and enlistment offices.
Head of Crimea Sergey Aksyonov informed on Telegram that the mobilization activities will be completed by the end of the day on September 25: the plan for partial mobilization in the republic has been fully implemented. Mr. Aksyonov expressed gratitude to “the Crimeans, who fulfilled their duty, showed courage and came to the military registration and enlistment offices to join the armed forces of Russia.”

Efforts to address violations during the mobilization were preceded by public statements by the leaders of both houses of the Federal Assembly, as well as the head of the Presidential Council for Human Rights.
“It is right to deal with each case separately,” said State Duma Chairman Vyacheslav Volodin. “If a mistake is made, it must be corrected. Partial mobilization cannot be treated formally. Meanwhile, the All-Russian People’s Front (ONF) unfolds in the regions, centers for the assistance of citizens whose rights have been violated during partial mobilization, “the regional branches of the Front throughout the country will protect the rights of citizens mistakenly called up for partial mobilization service, and will also control how the collection and dispatch of those mobilized are organized,” the press reported.
