The universal allowance for Russian families with low incomes will be introduced from January 1, 2023, Russian Prime Minister Mikhail Mishustin said. The allowance will combine a number of existing payments in the country.
“From January 1, it is proposed to introduce a universal allowance for low-income families. It will combine a number of existing social protection measures, including payments that are provided in connection with the birth or adoption of a baby and up to the age of three, as well as for children from three to seven years old and from eight to seventeen,” said Mr. Mishustin at a government meeting.
To apply for a universal allowance, you must submit only one application without additional information. This can be done both through the State Services portal, and personally through the MFC or the pension and social insurance fund.
The state will also provide unified comprehensive targeted support to women who are registered in the early stages of pregnancy, and as the child grows up. “It will affect families with about 10 million children,” the prime minister added.
According to the results of the second quarter of 2022, the poverty rate in Russia decreased to 17.6 million people, 12.1% of the population. As the press service of Rosstat explained, the decrease in the number of the poor is associated with an increase in the volume of social support. From April to June of this year, social payments in the amount of 4.1 trillion rubles were paid. The growth in social benefits is due to an increase in the subsistence minimum, the minimum wage and pensions for non-working pensioners by 10% from June 1. Also, since April, the government began to pay benefits to low-income families for children from 8 to 17 years old.
