The government supported the criminalization of the transfer of phones to prisons

The Russian government supported the introduction of criminal liability for the transfer of mobile phones to colonies and prisons. This was announced by the author of the initiative, Chairman of the State Duma Committee on Information Policy Alexander Khinshtein. The government’s official response to the bill was submitted to the State Duma.

Mr. Khinshtein believes that the transfer of phones to places of detention is “a big and painful problem.” According to him, tens of thousands of cell phones are seized from prisons and colonies every year — in 2021 alone, the number of seized mobile communications devices amounted to 48.2 thousand units.

“For their illegal delivery, they use the most sophisticated methods, including drones. A phone in the zone is dangerous and criminal by definition. These are not only fraudulent calls and illegal “call centers”, but also the preparation of new crimes, pressure on witnesses,” the deputy explained in Telegram-channel.
