According to the proposals of the Ministry of Labor, which were discussed before the sanctions crisis, a single base, subject to full contributions, was to be 1.565 million rubles. Now the draft budget of the Social Fund provides for an increase in the single marginal base to 1.917 million rubles. “The single limit value of the base for calculating insurance premiums for 2023 is determined based on the forecast size of the average monthly accrued salary of employees of organizations for 2023, using a multiplying factor of 2.3,” the explanatory note says. The final figure is not indicated there.

Earlier, the Russian Union of Industrialists and Entrepreneurs proposed to postpone the transition to a single tariff for paying insurance premiums for at least a year, until 2024.
