The federal budget for 2023 was drawn up with a deficit of 2.9 trillion rubles. or 2% of GDP, for 2024 - with a deficit of 1.4% of GDP, for 2025 - by 0.7%. This was announced by Russian Prime Minister Mikhail Mishustin.

The government plans to cover the budget deficit primarily through domestic borrowing. “This approach will give us the opportunity not to spend the National Wealth Fund and ensure an acceptable level of public debt,” Mr. Mishustin explained, opening a meeting of the government commission on budget projections for the next financial year and planning period.

“We estimate next year's budget revenues at about 26 trillion rubles, it already takes into account proposals for additional revenues that have been worked out in accordance with the instruction of the head of state. Expenditures are about 29 trillion rubles, respectively, the budget deficit will be 2% of GDP, or 3 trillion rubles,” the prime minister said.
