Chairman of the Public Monitoring Commission of Moscow (POC) Georgy Volkov and member of the Presidential Council for Human Rights (HRC) Alexei Melnikov (executive secretary of the PMC of the capital) visited IK-6 in the Vladimir Region, where politician Alexei Navalny is being held. A detailed story about the trip on Wednesday was published by Mr. Melnikov and the HRC Telegram channel. In an interview with Kommersant, Mr. Melnikov explained that a Russian doctor asked to organize the trip, concerned about the state of health of Alexei Navalny.

The trip of human rights activists to IK-6 of the Vladimir region took place on Monday, but only today Aleksey Melnikov announced the details of the visit. He said that he talked with the oppositionist for “more than two hours” and that he asked to be transferred to a pre-trial detention center to familiarize himself with the materials of his criminal case.

Recall, On February 2, 2021, the Simonovsky Court of Moscow replaced Aleksey Navalny's suspended sentence of three years and six months in the Yves Rocher case with a real one, serving in a penal colony for two years and eight months. March 22, 2022 Lefortovsky District Court of Moscow sentenced Alexei Navalny to nine years in prison in a strict regime colony under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud on an especially large scale), as well as under Parts 1 and 2 of Art. 297 of the Criminal Code of the Russian Federation (contempt of court). In June 2022, the oppositionist was transferred to a colony in the Vladimir region, where he is regularly placed in a punishment cell (SHIZO) for violations of the regime.

His wife, Yulia Navalnaya, reported in January of this year that she had learned from her husband's letter about his cold and high temperature. At the same time, a message appeared from doctor Alexander Vanyukov asking him to provide Alexei Navalny with proper medical care.

The letter was supported by more than 600 representatives of the medical community. The same message, Aleksey Melnikov told Kommersant, was sent to the PMC of Moscow.

It should be noted that Georgy Volkov heads the specialized online publication ONK Gazeta, whose editorial board includes current representatives of the supervisory commissions of most constituent entities of the Russian Federation. As part of the human rights activities of Alexei Melnikov in the HRC, he and Mr. Volkov visit prisoners not only in the capital, but also in other regions.

“I turned to the Federal Penitentiary Service (to agree on a visit to the colony.— "b"), - Mr. Melnikov told Kommersant. - Of course, we did not go there just for the sake of Navalny, we managed to interview about ten prisoners in detail, and we also managed to communicate with groups of people in the detachments - in total we covered, probably, more than 100 people. The human rights activist said that members of the PMC checked working conditions, wages, safety at work and leisure activities. They discovered an "incredibly beautiful temple", a prayer room for Muslims, a "cool library", a musical ensemble and a video studio where "prisoners mount filmed news, which are then broadcast in the detachments."

From the published report on the trip, it follows that Navalny literally said the following about being placed in a ShIZO (this has happened ten times during the entire period of detention): “Formally, they act strictly according to the law, but the severity of the violations does not correspond to the punishment.” The health of Alexei Navalny was assessed by human rights activists as “normal”, referring to the words of the oppositionist himself.

“He had medicines, as, indeed, in the medical unit, his back bothered (we fixed this problem even when he was in Matrosskaya Tishina),” said Mr. Melnikov.

He noted that Alexei Navalny was asking for the opportunity to visit a dentist outside the FSIN institution (this is allowed by the internal regulations developed for the FSIN). In addition, according to Mr. Melnikov, human rights activists brought medicines that they “took” in the colony. “In principle, there are medicines in the medical unit of the IK, somewhere original, somewhere domestic analogues,” he explained, noting that when asked about nutrition, Alexei Navalny answered: “The food is good. Better than in IK-2.”
