The economist explained how the debts of Russians for housing and communal services will be written off

There are budget funds for the implementation of the initiative
The Russian Ministry of Construction had previously proposed to write off debts and provide benefits for paying for services to citizens in the presence of good reasons for non-payment. Doctor of Economic Sciences Leonid Kholod believes that this initiative will be implemented at the expense of budgetary funds.
In conversation with “Evening Moscow” Kholod noted that the initiative of the Ministry of Construction seems to him “sufficiently adequate and reasonable.” He stressed that the exact amount of support is currently unknown to anyone, so a special commission may be created. As the specialist noted, there may be some kind of consideration or protocol, but it is important for citizens to understand what papers will be created in order to regulate this process.
The economist explained that the Russian budgetary discipline lies in the fact that if the ministry voices an idea that requires budgetary funds, this means that these funds are available in the budget for its implementation.
According to Kholod, in this situation it is obvious that funds will be written off either from consolidated extra-budgetary sources or from money from the budget. The expert added that the write-off would hardly have occurred at the expense of the rest of the residents of the houses.
