The deputies surrounded the participants of the SVO with care: loans, mortgages, housing and communal services, punishments for commanders

Next week, two meetings of the State Duma will be held, at which a number of bills on benefits called up during the partial mobilization of reservists will be considered. For example, the Just Russia – For Truth faction managed to prepare a draft law providing for the possibility of “freezing” payments on loans for the duration of military service for mobilization. The text of the document was sent on Thursday for a response to the government.

“It would be unfair if, during the participation in the SVO on mobilization, banks begin to require people to repay loans, and in the event of a delay, they will also charge penalties and apply various penalties,” faction leader Sergei Mironov explained the meaning of the initiative. “The bill says that the borrower or individual entrepreneur who was called up for military service for mobilization in the Armed Forces of the Russian Federation has the right at any time during the term of the loan agreement to apply to the lender with a request to change the terms of contractual obligations in order to suspend the performance of their obligations for the duration of service for mobilization.”

Almost simultaneously with the Social Revolutionaries, the LDPR faction made a similar proposal. “The Liberal Democratic Party will categorically insist that all payments on loans of citizens mobilized to participate in the SVO be “frozen” for the entire period of their service,” the party’s website reports, referring to a statement by deputy head of the faction Yaroslav Nilov. “It is absolutely unimaginable that citizens who went to the front to defend the interests of Russia, risking their lives, are forced to continue paying their loans.

The words are absolutely amazing. However, they are all limited. As far as is known, the successors of Vladimir Zhirinovsky’s cause have not yet put their timely thoughts on paper, nor given them the appearance of a document. Therefore, they do not deserve more than second place in this rating.

The “United Russia” ideas, expressed at first, are completely far from the people. “If you are called, you will continue to pay the mortgage, but from your new pay, which will be very high,” Andrey Kartapolov, head of the State Duma Committee on Defense, “reassured”, for example, the Russians.

Obviously, the party leadership did not like the resonance that this statement caused. And the event context has changed rapidly and dramatically. Therefore, the position had to be corrected. United Russia will make changes to the legislation if banks do not heed the recommendations of the Central Bank on the introduction of “credit holidays” for mobilized citizens,” State Duma Vice Speaker Sergei Neverov said.

For reference: The Bank of Russia strongly recommends that financial institutions “go ahead” with borrowers drafted into the Armed Forces in accordance with the decree on partial mobilization. The regulator urged creditors to develop “special loan vacation and restructuring programs for such debtors or adapt existing ones.” It is also recommended not to impose fines and penalties on overdue payments, to suspend the collection of overdue debts and not to evict from mortgage housing, which was previously foreclosed.

Following this, “United Russia” turned to the head of government with a proposal to impose a moratorium on the accrual of penalties for paying utility bills for participants in the special operation. With regard to single (in the sense of marital status) military personnel, it is proposed to introduce “a complete moratorium on payment for housing and communal services and other services related to the maintenance of a single living quarters.”

However, all these large and small, high-profile and not very well-documented and verbal initiatives are united by the presence of one significant gap in them: nowhere is a solution to the problem of the debt of those who die at the front.

Of course, the payments provided for in the event of the death of a serviceman are significant. According to the March decision of the President, the family of the deceased in the course of the SVO is entitled to 7 million 421 thousand rubles. In addition, many subjects of the Federation provide for additional payments from regional budgets. It is obvious, however, that not all debts can be covered by “coffin” money. Mortgage loans, for example, can significantly exceed them.

There is also a question about those who will be injured and lose their ability to work as a result (in whole or in part). In this case, the one-time cash benefit will amount to 2 million 968 thousand rubles, and the monthly allowance will be: 20,779 rubles for disabled people of group I; 10,389 rubles – for disabled people of group II; 4,155 rubles – for the disabled of the third. As you can see, here the likelihood that the compensation amounts will allow you to close the loans is even less.

In this regard, it is impossible not to mention the initiative of the Communist Party faction. True, the bill prepared by the deputies Kazankov, Kurinny and Sinelshchikov does not contain a word about money, loans and penalties. But we are talking about at least no less important values.

Communist deputies proposed to supplement the Criminal Code with an article providing for punishment for sending military personnel to the combat zone who “have not received the necessary training and (or) are not provided with the necessary equipment, weapons and (or) other material resources necessary for combat operations.”

If such an act causes serious bodily harm or death to a serviceman, it is proposed to punish the perpetrator with imprisonment for a term of five to 10 years. If the act resulted in the death of two or more servicemen, the offender will face, according to the bill, from 10 to 15 years in prison.

However, if we rank the deputy initiatives according to the degree of their realizability, then this one, perhaps, will be in last place. For obvious reasons, which, alas, it is quite difficult to express in Russian due to existing legal restrictions. And in French it sounds like this: à la guerre comme à la guerre.
