Krasnodar City Duma deputy Alexander Safronov, who headed the list of the Communist Party of the Russian Federation in the elections to the Kuban parliament, decided to give up his mandate in protest against the “massive falsifications” that, in his opinion, took place during the elections. However, the Communist Party of the Russian Federation does not intend to completely refuse representation in the Legislative Assembly, therefore the mandate of the leader of the list will go to the deputy of the Legislative Assembly of the previous convocation, Ivan Zhilischikov, who lost the elections in a single-mandate constituency. According to a Kommersant source, Mr. Safronov’s refusal of the mandate in favor of Mr. Zhilischikov was agreed upon even at the stage of preparation for the elections. And the expert believes that the real reason for the demarche of Alexander Safronov was his responsibility for the poor results of the Communist Party.
Alexander Safronov himself informed Kommersant about his intention to abandon the mandate received as a result of voting on September 9–11. According to him, he made such a decision as a sign of protest against the falsifications that took place in the elections. “I think that these were not elections – it was a mockery of the very idea of elections and of those who defended fair elections. In such a situation, he decided to abandon the mandate of the deputy of the Legislative Assembly of the Territory. This is my protest against the lawlessness of the administrative resource in the pseudo-elections,” Mr. Safronov said.
In the elections to the legislative assembly of the Krasnodar Territory, the Communist Party took second place, gaining 10.76% of the vote in the party list, which allows the party to receive two mandates. Compared to previous elections, the Communist Party slightly worsened its result: in 2017, its list gained 11.53%. In single-mandate districts, the communists did not receive a single seat in the regional parliament: 41 out of 45 seats went to United Russia, two to the Liberal Democratic Party, one each to the Just Russia – For Truth party (SRZP) and the Growth Party.
On September 12, the Kuban branch of the Communist Party of the Russian Federation announced that it did not recognize the results of the elections in the Krasnodar Territory due to massive violations at the polling stations. The next day, the election campaign in the Kuban was criticized at a meeting of the State Duma and the leader of the Communist Party Gennady Zyuganov. “Elections are, first of all, rivalry between candidates and a full-fledged dialogue. There (in the Krasnodar Territory.— “b”) not a damn thing left of this, another sultanate appeared in the south of Russia, ”he said. The regional electoral committee assures that there were no serious violations in the elections.
Kommersant was told in the regional election committee that they had not yet received documents about Alexander Safronov’s refusal from the mandate. The deputy himself explained that he plans to submit them on September 15: now he is consulting with party lawyers, since the regional branch of the Communist Party of the Russian Federation had not previously had such a practice. The mandate of Mr. Safronov should go to the deputy of the Legislative Assembly of the previous convocation, Ivan Zhilischikov, who was third in the list of communists in these elections. “If nothing changes, he (mandate.— “b”) will go to Ivan Zhilischikov,” Alexander Safronov confirmed. According to him, the Communist Party candidates are not going to completely abandon representation in the Legislative Assembly, “so as not to undermine the confidence of voters.”
Mr. Zhilishchikov participated in the September elections as a single-mandate in constituency No. 1 in Krasnodar, however, he lost to the candidate from the SRZP, Vladislav Graf-Kolesnik, with a significant lag: the communist gained a little more than 3 thousand votes, and the Socialist-Revolutionary – 12.7 thousand.
Meanwhile, a well-informed Kommersant source claims that the decision to transfer the mandate to Alexander Safronov was made at the stage of preparation for the elections. Mr. Safronov topped the list simply as a figure more popular with voters, Kommersant’s interlocutor explains.
The head of the Krasnodar Center for Political Research and Technology, Grigory Kiselev, believes that the real reason for the refusal of the leader of the Communist Party list from the mandate was the unsatisfactory results of the party in the voting. According to the expert, the communists did not conduct a real campaign this year: they had practically no meetings with voters, they used very modest amounts of banner advertising, and almost no propaganda products were distributed. So Alexander Safronov does not go to the Legislative Assembly, since he is actually to blame for the “historically worst result of the Communist Party,” sums up Mr. Kiselev.
