For many Russians, car numbers have long ceased to be a simple set of numbers and letters. Today, car owners are looking for ways to get a special license plate for themselves to emphasize individuality on the road. At the same time, the official scheme for the implementation of "special" numbers in our country has not yet been debugged. Project author "20 ideas for the development of Russia" offered to organize the sale of personalized license plates in Russia. The measure will not only allow Russians to freely emphasize their own individuality, but will also contribute to a significant replenishment of the budget.

Personalized numbers in other countries

In a number of foreign countries, drivers have the option of creating their own combination of license plates. In the Australian state of New South Wales, a car enthusiast has the opportunity to choose any combination of letters and numbers from 2 to 6 characters long. The price for owning such a number is 485 Australian dollars per year (18,400 rubles).

After purchasing a room for an additional cost, the owner can order a plate in the desired style and color scheme. There are 184 designs to choose from: white, black or colored backgrounds such as pink, green, orange, purple, flag, color border, etc.

A personalized room can be booked for the future, the main thing is to deposit the required amount. For a fee, an individual number can also be transferred to another owner.

There are 9 types of number combinations in the Western Cape of South Africa. The cheapest one will cost 600 rand, about 2,000 rubles - for example, "CFM 2333". The most expensive option will cost 10,000 rand, or 34,000 rubles, an example is “1-WP”.

In 2017, "Special Moments on Number Plates" appeared in Dubai. The number can be ordered online or in person, indicating the numbers that are important for the car owner. For example, birthday or wedding date. The service will cost 1,620 dirhams, or about 26,500 rubles. The number can be hung both on a new car and instead of an old one.

Individual numbers are also available in Europe. In Malta, numbers of letters and numbers without spaces up to 9 characters long are available for 1,500 euros.





Algorithm for selling individual numbers in Russia

The Russian government has developed a project for the purchase of license plates to order, but has not yet implemented it. Dmitry Davydov is convinced that the sale of license plates will be a good source of income for the state budget. The author of "20 Ideas for the Development of Russia" proposed to create an algorithm for the implementation of personalized license plates.

– Firstly, it is necessary to develop categories within which the car owner can create his own combination of letters and numbers. For each category, the amount of the fee for registration and re-registration will be established.

– Standard room holders are requested to be allowed to book an individual combination by paying a maximum of one number per vehicle.

- Personalized numbers can be purchased an unlimited number of times for the same car, no more than once a month. It is also proposed to develop several design options for rooms and implement them for an additional fee.

At the same time, the regulator can exclude combinations and refuse registration in case of an attempt to reflect a rude or unacceptable meaning on the number.

The rooms are proposed to be divided into three categories. Alphanumeric – 3 letters and 3 numbers, 4 letters and 2 numbers, 5 letters and 1 number, or 6 letters in any order. As a date - the first two digits mean the day (01-31), the second two - the month (01-12), the last two - the year (00-99). Premium - signs of 4 or 5 characters with the condition of the presence of at least one letter. Earlier, Dmitry Davydov also offered to sell numbers with fewer characters for more substantial money through auctions.

“In fact, numbers in the form of a date of birth and other letter combinations are quite normal. In the end, the number is only a confirmation of the fact of registration of the car. All the basic information is in the traffic police database and in the vehicle certificate,” said lawyer Yuri Kapshtyk.

The proposal will allow Russian car owners to emphasize their individuality, and the state to receive additional stable income from the sale of license plates. At the same time, investments by the authorities in creating a mechanism for the purchase and registration of such numbers will be insignificant in comparison with the profit from the sale.

The reaction of the authorities

Davydov sent a proposal to the Federation Council. In June 2022, the answer came from the Chairman of the Federation Council Committee on Defense and Security V.N. Bondarev. The letter says that the appeal has been considered by the Committee, and the idea will be taken into account in the work to improve Russian legislation.

In August 2022, Davydov again turned to the Federation Council, where he noted that the implementation of personalized numbers would be no less in demand than the beautiful combinations of numbers and letters, which the Ministry of Economic Development is currently working on.

The author of "20 Ideas for the Development of Russia" proposed giving Russians the opportunity to make a combination for license plates within the established rules. And the right to book your favorite combination for the future can stimulate demand.

For comparison, in 2018 alone, the UK Government earned 161.9 million pounds, or more than 11 billion rubles, from the sale of individual car numbers. The total volume of the number sales market in the country is estimated at 2 billion pounds, or 138 billion rubles.

“You can choose a phone number in the salon based on the availability of options, why not do a similar service with car numbers? Yes, the cost will be higher, but this is the choice of the car owner. The numbers can be different within the limits of the registration state marks allowed by the established requirements, and the combination of numbers and letters can be given to the user's choice. Let the profit from these numbers go to the state treasury through official payments,” Yury Kapshtyk summed up.

The idea of ​​Dmitry Davydov will bring additional annual revenues from the sale of numbers to the budget of the Russian Federation in the form of tens of billions of rubles without significant time and financial costs for the implementation of the mechanism. In order for the proposal to get a move on and be implemented at the legislative level, an appropriate assessment, assistance and attention of the authorities of the Russian Federation are required.
