In 2022, salaries in telecommunications companies fell in 18 regions of the country, including Moscow, by an average of 8%, Telfin and HeadHunter recorded. The average salary in the industry in the country remained virtually unchanged and amounted to 40.3 thousand rubles. Federal telecom operators claim that they did not reduce salaries, but regional ones do not have a margin of safety and "are forced to revise business processes," experts say. At the same time, the number of vacancies in the segment is growing: operators admit that they expect a shortage of technical specialists due to mobilization.

"Kommersant" got acquainted with the study of the company "Telfin" and HeadHunter, dedicated to the labor market in the telecommunications industry. It follows that in 18 regions of the country, wages in the sector decreased by an average of 8% in 2022 compared to 2021. Moscow, St. Petersburg and the Leningrad region, Stavropol Territory, Udmurtia, Buryatia, Sverdlovsk, Chelyabinsk regions and others were among the regions where the average salary decreased. In Moscow, the average salary in telecom decreased by 8.82%, to 62 thousand rubles. rubles, and in St. Petersburg - by 9.78%, to 52.6 thousand rubles, while more than 28 regions increased or maintained salaries at the level of 2021. The average salary in the country as a whole remained practically unchanged and amounted to 40.3 thousand rubles, a year earlier it was at the level of 40.1 thousand rubles. During the study, more than 165 thousand vacancies in telecom companies were analyzed.

The number of vacancies in the telecommunications market has increased over the past year. In 2021, more than 128 thousand vacancies were opened, with an average of 10.6 thousand vacancies per month. In September 2022, companies published 16.8 thousand vacancies, the study said.

MTS, MegaFon, Vimpelcom, Tele2 reported that they did not reduce the salaries of employees over the past year. MegaFon noted that many factors influence the amount of wages: the specifics of the position, linking to business indicators, motivation systems for mass positions. VimpelCom speculated that the decline in offered revenue on recruiting sites may be due to a change in over-promising practices: meets expectations." Rostelecom believes that, in addition to the traditional shortage of IT specialists, the market may also experience a shortage of technical specialists with secondary specialized education.

From the beginning of the announcement of partial mobilization in Russia, the industry began to assess personnel losses due to the conscription of those who do not have a specialized higher education (see Kommersant of September 27). According to the criteria published by the Ministry of Digital Development, only employees of telecom companies with higher education and engaged in the performance of “critical functions” can receive a deferment from mobilization

The industry has already suffered some losses due to the departure of a number of specialists from the country, Akado told Kommersant: “In 2022, when choosing an employer, the applicant primarily focuses on the level of salary, guarantees of job retention. In the current situation, we assume a trend towards wage growth.” With the growth of the financial component, employers will increase the number of non-material incentives aimed at retaining specialists, the company believes: “Frequent job changes will decrease, and the employer’s competition for professional staff will increase.”

In the regions, local players do not have such a margin of safety as federal operators, and are forced to revise their business processes, including approaches to employee motivation, says Andrey Guk, CEO of the regional operator Obit: “At the same time, the telecom industry receives state support in much smaller volumes than IT, which affects the level of salaries. He agrees that mobilization will have a negative impact on the industry. TelecomDaily CEO Denis Kuskov believes that the reduction in wages may be due to the optimization of business carried out by operators due to the economic crisis. In his opinion, due to the mobilization of telecom companies, for example, fitters and electricians will not be counted.
