Domestic manufacturers of microelectronics and computer technology, whose enterprises employ about 350 thousand people, are asking the government to provide their employees with a reservation from mobilization. One of the key arguments is that, although most electronics developers and equipment vendors do not formally have the status of enterprises in the military-industrial complex (MIC), they fulfill government contracts, including for it. Market participants emphasize that employees are already receiving agendas, and the loss of key specialists will have long-term consequences.
Kommersant has read a letter from the Association of Russian Developers and Manufacturers of Electronics (ARPE) dated September 23 to Prime Minister Mikhail Mishustin with a request to give industry employees a reservation from conscription for military service as part of partial mobilization. The prime minister’s office reported that the letter had been received and sent to the Defense Ministry for processing. The Ministry of Industry and Trade did not answer “Kommersant”.
The document explains the need for armor by the fact that most electronics manufacturers, including those performing government contracts, are not formally included in the list of defense industry enterprises, which “in the current situation is contrary to the interests of sustainable development” of the industry.
As Ivan Pokrovsky, executive director of ARPE, clarified to Kommersant, about 350 thousand people are employed in the electronics industry, about half of which are men. It is proposed to determine the list of enterprises whose employees will receive a reservation through OKVED (All-Russian classifier of types of economic activity) and the corresponding OKPD codes (All-Russian classifier of products by type of economic activity). “This is necessary not only to provide reservations, but also to implement plans for the development of the industry, in order to form a complete register of companies based on the list of products, without which the management of the industry cannot be effective,” Ivan Pokrovsky added.
After the start of mobilization, Russian IT companies also addressed the relevant Ministry of Digital Transformation with a similar request (the current measures to support the industry imply a deferment from military service, and not from mobilization). Already on September 23, the Ministry of Digital Development and the Ministry of Defense issued clarifications, according to which IT specialists with specialized education, employees of the telecommunications industry and the media can receive a reservation (see “Kommersant” dated September 23).
According to the president of Zelax (develops telecom equipment) Sergey Sukhman, Russian electronics manufacturers have so far faced “point, not systemic” risks: there is”. He believes that “the resulting panic does not correspond to the actual events.”
But the general director of Norsi-Trans, Sergey Ovchinnikov, supports the request to provide armor from conscription for military service for employees of the electronics industry.
According to him, this is necessary, since any electronic element is used in one way or another in defense systems: “The same computer can be in military accountants.” In his opinion, the reservation should concern not only partial mobilization, but also general, if it is introduced. Yaroslav Petrichkovich, the founder of the Elvis Design Center, also considers the ARPE initiative justified, since the government has repeatedly spoken about electronics as one of the priority areas: “There are few specialized specialists in the country, and it is long and difficult to train them. The consequences of losing such employees will be long-term.”
It is also important that in the field of microelectronics Russia drastically lags behind the world level, emphasizes the director of the Association of Computer and Information Technology Enterprises (APKIT) Nikolai Komlev: “In this case, it would be useful to keep those who design, and engineers and equipment specialists and even for the supply of components under sanctions. The latter may be recognized as mere merchants and drafted into the army.”
