Russian students of all universities, graduate students and persons with academic degrees will be exempted from partial mobilization, declared Head of the State Duma Committee on Science and Higher Education Sergey Kabyshev in his Telegram channel.

“In the coming days, relevant acts will be published, exempting students from all universities, graduate students, people with academic degrees from partial mobilization,” he wrote.

The interpretation of regulations on the circle of persons exempted from conscription was "ambiguous, in some cases restrictive," Kabyshev explained. Thus, he spoke about the appeal of the association of private educational organizations of higher education and professional educational organizations of Russia with a request to help restore the rights of students of private universities.

“Indeed, all students of state-accredited universities are equal in their rights,” he added.

Gabyshev also said that he would discuss with his colleagues the enshrinement in the law of guarantees of academic rights for students, graduate students and teachers who signed a contract for voluntary participation in a special operation.

On September 21, Russian President Vladimir Putin announced a partial mobilization in the country. Russians called up for military service by mobilization will receive the status, payments and all social guarantees of military personnel serving under a contract, Putin promised. In total, the measure will affect 300,000 people.

At a meeting on September 27, the State Duma adopted amendments to preserve jobs for mobilized employees, as well as for volunteers who take part in a special operation. Today the State Duma adopted a law on credit holidays for the mobilized.
