This alarming trend was announced by the President of the Association of Russian Banks, Academician of the Russian Academy of Sciences Garegin Tosunyan during a press conference in TASS dedicated to discussing ways to prevent fraudulent activities in the banking sector:

“If we compare the amount of funds stolen by swindlers, then in the first quarter of 2022 it amounted to 3.3 billion rubles; in the second, the volume slightly decreased to 2.8 billion rubles (this happened because at that time many lending operations stopped altogether); in the third quarter – 4 billion rubles. Then the banking system became more closed, and we get information on the fourth quarter with great difficulty, and I cannot give figures for it.”

Meanwhile, as Garegin Tosunyan noted, the volume of returned funds, on the contrary, continued to decline:

“If in the first quarter of 2022 the share of returned funds was 6%, then in the second quarter it was already 5%, and in the third quarter it generally decreased to 3.4%.”

In part, this situation, according to Garegin Tosunyan, prompted the Central Bank of the Russian Federation to propose a bill on a mechanism for an independent ban on loans and borrowings for Russians: if it is adopted, then any citizen, having fixed such a self-prohibition through the State Services, will be able to minimize the risks of obtaining loans for him by intruders.

“Russian banks are among the most advanced in online banking technologies in the world. But this achievement of ours has a downside, because by remotely carrying out transactions, consumers of these services become vulnerable to all kinds of fraudsters. The legislative initiative of the Central Bank of the Russian Federation on the mechanism of an independent ban on loans seems to me very timely. Most banks have already supported it, although it is clear that some burden in the course of its implementation will fall on them. But this burden has its justification, since these measures will prevent fraudsters from carrying out operations without the will of the client, for which the bank will then have to answer. Here it is determined that if the client himself imposed restrictions on himself in advance, then the bank must track them. (…) Procedurally, of course, this must be written in such a way that it is convenient: so that if such a restriction is lifted, there will not be too much bureaucracy.”

Another participant of the press conference, Vladimir Shikin, Deputy Marketing Director of the National Bureau of Credit Histories, spoke about the existing fraud protection mechanisms, the effectiveness of which often depends only on the financial literacy of the citizens themselves:

“It is important that people are aware of these opportunities. (…) Even now, both in the banking sector and in the field of credit histories, the so-called trigger services show quite high efficiency: for example, everyone who uses a bank account, a card, we are all subscribed to a trigger system, when anything that happens to our account operations immediately we receive SMS. This helps the citizens themselves to block fraudulent transactions. The same applies to credit histories, the same trigger service, but for this you need to know that there is a federal law on credit histories (Federal Law No. 218), that there are credit histories themselves, and you can always subscribe to this service – it is called “Fraud Protection”. After that, any information from the credit history will immediately be in the form of SMS on your phone. (…) We also support the draft law proposed by the Central Bank of the Russian Federation on an independent ban on loans and borrowings, as it will become another mechanism for preventing fraudulent activities in the banking sector.”

However, as Vladimir Shikin noted, this self-ban, unfortunately, will not become a panacea either, since any digital initiative is subject to the risks of cyber fraud: fraudsters will appear who will try to use this mechanism as well …
