The governor of the Kursk region, Roman Starovoit, said that at about 21:10 a "loud sound" was recorded over Kursk. According to him, this is due to the work of aviation of the Russian Defense Ministry over the city.

“At about 21:10, a loud sound was recorded in Kursk. According to our military, aviation of the Ministry of Defense is operating at high altitude. There is no reason for concern,” he wrote in Telegram.
