Senator Klimov: Russians who left during mobilization can return

Russians who left the country during partial mobilization and did not violate the law can return “without legal consequences,” said Andrey Klimov, head of the Federation Council commission for the protection of state sovereignty. However, as the senator argues, “some of those who gave a serious moral responsibility cannot be avoided.”

“It is unlikely that anyone will cover the profit they themselves have missed and the losses from a hasty escape abroad, and whether leaving the Fatherland in danger will bring luck to the majority of the fugitives is a big question,” Mr. Klimov wrote in Telegram. According to him, from the point of view of the Constitution, “anyone can freely leave Russian territory” if he does not have “special, very specific, encumbrances described by law.”

Partial mobilization announced in Russia from September 21 by decree of President Vladimir Putin. Against this background, many Russians began to travel to neighboring countries. Traffic jams were recorded, in particular, on the border with Georgia. There started issue summons to all persons liable for military service, regardless of registration.
