As it became known to Kommersant, the Ministry of Labor has developed a state system of voluntary insurance for the Russian self-employed in case of temporary disability. The amount of the contribution for the insured will not depend on earnings and will amount to 15 thousand rubles. per year, monthly sick leave payments will vary from 13 thousand rubles. up to 22 thousand rubles in the first year of contributions and from 19 thousand rubles. up to 32.4 thousand rubles. in the second. The system could start operating as early as 2023. According to the Ministry of Labor, in the coming years, the number of its users will reach 2 million people.

In 2023, voluntary state social insurance for the self-employed may appear in Russia, which will give them access to sick leave. The relevant proposals are now being worked out by the Ministry of Labor: Kommersant has a presentation presented at a departmental meeting at the end of last week. Recall that since 2019 in the Russian Federation there is a tax on professional income for those who work for themselves, whose maximum income does not exceed 2.4 million rubles. per year (rate - 4% for individuals and 6% for individual entrepreneurs and legal entities). As of September 1, according to the Federal Tax Service, there were more than 5.4 million self-employed people in the Russian Federation.

As follows from the presentation of the Ministry of Labor, the amount of the monthly insurance premium for the new type of insurance is proposed to be set at 3.84% of the “base value” fixed in money. For 2023, it is estimated at 32.5 thousand rubles. (two minimum wages in 2023), that is, the monthly contribution will be 1.2 thousand rubles. per month or about 15 thousand rubles. in year. To insure the amount of earnings of just such a size, as a source in the Ministry of Labor explained to Kommersant, the department proposed, based on the conditions offered by commercial insurance already existing on the market. The amount of sick pay with a fixed contribution will vary depending on the length of service of the self-employed person and the period of payment of the contribution: the longer they are, the larger the amount of temporary disability benefits will be. So, in the first year, with the payment of contributions from six to twelve months and a work experience of more than eight years, 100% of the insured amount of earnings will be paid on sick leave with a coefficient of 0.7 (22.7 thousand rubles per month), with an experience of five to eight years - 80% (18.1 thousand rubles), with an experience of up to five years - 60% (13.6 thousand rubles). After payment of contributions during the full year, the amounts will increase to 32.4 thousand rubles, 25.9 thousand rubles. and 19.4 thousand rubles. accordingly, the number of paid sick leave and their terms (from the first day of disability to the actual recovery) are not limited.

What does the Ministry of Labor offer to insure

The Ministry of Labor proposes to consider ten life situations as insured events for a new type of insurance. These include illness or injury, abortion or in vitro fertilization procedure, caring for a sick family member, including a child, prosthetics, treatment in sanatorium and resort organizations after inpatient treatment, quarantine of the insured, his preschool child under the age of 7 years or an incapacitated member families. As follows from the presentation of the Ministry of Labor, those who wish to insure themselves will be able to do this in the My Tax application, where contributions can either be transferred personally or set up auto payment. The payment to the insured will be credited to the bank account of his choice within ten working days.

As follows from the presentation of the Ministry of Labor, the insurance period of the employee, thanks to which the amount of payment for his insured event will be determined, will be considered not only the period of self-employment, but also the time that the insured was subject to compulsory social insurance, that is, he was an officially registered employee.

As a source in the department explained to Kommersant, the Ministry of Labor was working on a new type of insurance "at the request of the self-employed community." Earlier, Kommersant already wrote that most of them would like to receive sick leave payments (for more details, see Kommersant dated October 1, 2021). The agency plans to formalize its proposals in the form of amendments to Federal Law-255 "On compulsory social insurance in case of temporary disability and in connection with motherhood" before the end of this year. According to Kommersant's source, the department expects that the new service will be "quite popular" and that up to 2 million Russians will use it over the course of three to five years.

“We analyzed the private insurance programs currently available and were able to develop a more attractive insurance product, since we, as a state, do not have a goal to make money on this,” says Kommersant’s interlocutor in the department. At the same time, as Kommersant's source in the Social Insurance Fund emphasizes, the state will not subsidize the new type of insurance under any circumstances, since this is a voluntary, not a mandatory program. “But this is unlikely to be needed - the tariff will be stable even if the coronavirus epidemic repeats,” he notes. According to him, "the funds of the new type of insurance will become a separate protected item in the budget of the unified social fund."

Note, however, that the number of users of the new type of insurance may be lower than forecast, regardless of its conditions. Against the background of mobilization, the attractiveness of hired work, which makes it possible to avoid military service, will grow rapidly in comparison with self-employment, therefore, the number of self-employed may begin to decrease.
